Rural Connectivity Improvement Project

PROJECT DESCRIPTION

Local Government Engineering Department (LGED) of the Government of Bangladesh (the Client) has initiated Rural Connectivity Improvement Project (RCIP) which aims at improving about 2700 km of rural roads connecting the rural population to agriculture value chain development zones. Investments will be made to (i) upgrade rural roads to all-weather standards in 34 districts located in five divisions, (ii) improve the capacity of the rural infrastructure agency to address institutional constraints relating to rural road development, and iii) finance enhancements to the country’s rural road master plan to enable the selection of priority rural roads for improvement using a geographic information system covering the entire country.

KEY SERVICES
  •  review, check and if required do the engineering design of rural road infrastructure works necessary for implementation;
  • assist the PMU/PIUs/district units/upazila units in the preparation, design of project activities, including procurements of goods;
  •  assist and advise the PMU/PIUs/district units/upazila units in all aspects of contract administration of civil works;
  • assist and advise the PMU/PIUs/district units/upazila units in the supervision of physical works, including improvement and upgradation of rural roads;
  • support the PMU/PIUs/district units/upazila units in all project planning, monitoring, reporting and financial management;
  • assist the PMU/PIUs/district units/upazila units to develop training programs for staff and other stakeholders in technical and non-technical areas to improve levels of competence and build a more community oriented and gender sensitive approach, adapting climate change and taking up participatory approach to performing their duties and responsibilities;
  • assist the PMU/PIUs/district units/upazila units develop cooperative linkages and partnership programs with concerned line agencies and private sector organizations associated with maximizing benefits to the poor from the infrastructure investment; and
  • assist the PMU/PIUs/district units/upazila units in running an asset maintenance and management system.
