Detailed Narrative Description of Project:
With intent to minimize the existing traffic congestion in the northern part of Dhaka especially around the Dhaka-Ashulia area Bangladesh Bridge Authority (BBA) has decided to conceive the Dhaka-Ashulia Elevated Expressway Project (DAEEP) which will also be a part of the Asian Highway Route in Bangladesh. For this purpose, BBA has already awarded the project to a private developer on a PPP basis and signed a Memorandum of Understanding (MoU) with China National Machinery Imp. & Exp. Corp. (CMC) to construct the elevated expressways under G to G basis. The objective of the study is to prepare a Preliminary Design for Construction of (i) Dhaka-Ashulia Elevated Expressway including 2 nos. of flyovers at Nobinagar and Chandra, and (ii) East-West Elevated Expressway (Middle/ Outer Ring Road). The feasibility study is to be done for final alignment fixing, optimization of length, land acquisition and resettlement planning, preliminary design and socio-economic evaluation for the proposed expressways. The approximate length of the proposed Dhaka-Ashulia Elevated Expressway is 24 km and that of the East-West Elevated Expressway is 45 km. The preliminarily selected alignments of the expressways are expected to connect 40 million people to Dhaka through the National Highways from N1 to N5 and N8.

Detailed Description of Actual Services Provided by Your Staff:

The key activities to be performed under the feasibility study are as follows:

  • Review and integration of the STP and all relevant projects and suggestions to attain maximum synergy with other ongoing/ future projects,
  • Traffic studies such as O-D survey, Classified Traffic Volume Count Survey, Turning Movement Survey, Speed-delay Survey, and any other types as necessary for the Traffic Analyses and Traffic Forecasting for a reasonable time horizon and Traffic Modelling,
  • Detailed Geotechnical Investigations, Geological Mapping, Seismic Study and Morphology Survey along with Topographic Surveys,
  • Preliminary design of the Elevated Expressway, including Ramp, bus station and other components with Cost Estimation,
  • Environmental screening/ assessment including Environmental and Social Impact Assessment (ESIA) for preparation of EIA, SIA and EMP reports.
  • Preparation of Land Acquisition Plan (LAP) and Resettlement Action Plan (RAP) along with provision of a Resettlement Policy Framework after review of the available documents on the government laws for land acquisition,
  • Conduction of Census Survey, Inventory of Assets and Inventory of Losses,
  • Detailed Economic and Financial Evaluation determining the EIRR, NPV, BCR, FIRR along with sensitivity analyses for different scenarios and toll rates,

Transfer of knowledge: 10 day-long Foreign Training (5 participants) and 2 nos. of national level workshop/ seminar (50-60 participants) for engineers of BBA on design of Elevated Expressways.
