Detailed Design, Construction Supervision and Project Management Support for Coastal Embankment Improvement Project, Phase – I (CEIP‐I) (December 30, 2014 – December 29, 2020)

Description of Project:

Having obtained funding from International Development Association (IDA) and Pilot Program for Climate Resilience (PPCR), the Government of Bangladesh (GOB) has undertaken the project with an objective of increasing resilience of coastal population to natural disasters and climate change. More specifically, the project aims at (a) reducing the loss of assets, crops and livestock during natural disasters; (b) reducing the time of recovery after natural disaster such as cyclone; (c) improving agricultural production by reducing saline water intrusion which is expected to worsen due climate change; and (d) improving the GOB’s capacity to respond promptly and effectively to an eligible crisis or emergency. This objective will be achieved by rehabilitating and improving the polder system in the contagious six coastal districts comprising Satkhira, Khulna, Bagerhat, Pirojpur, Barguna and Patuakhali Districts (17 polders). The main objectives of the consultancy are to:

  • Review and update the designs bidding documents and related environmental and social plans (EIA, EMP and Rap) prepared already,
  • Prepare detailed designs for all remaining polders and works that would be included in the project including the Engineering and Environment and Social studies,
  • Supervise construction of all civil works under the project, and do the contract management as the engineer in the works contract that would be mostly ICB procured and implemented according to the World Bank Guidelines and using the World Bank Standard Bidding Documents,
  • Provide overall project management support to the BWDB (Client) and Project Management Unit (PMU)

Description of Actual Services :

Major activities performed by the consultants are as follows:

  • Review and updating of designs that are already prepared during feasibility,
  • Hydrological, Hydraulic and Morphological study and Mathematical Modeling for detailed design of the remaining polders
  • Preparation of complete detailed design for the remaining 12 polders,
  • Conduction of environment and social surveys and studies for preparation of EIA, EMP, SIA and SMP reports,
  • Conduction of Social Impact Assessment (SIA) for preparation of Resettlement Action Plan (RAP) in accordance with the Social Management and Resettlement Policy Framework (SMRPF) along with updating of the policy as necessary,
  • Preparation of Land Acquisition Plan (LAP) and LA proposal,
  • Construction supervision as per the finalized detailed design and specifications, assistance in procurement of goods, services and civil works contracts in accordance with the World Bank Guidelines, provision of all technical, engineering, administrative and financial services to the client during construction of civil works by the contractors engaged.
  • Monitoring implementation of the EMP, RAP,
  • Provision of Project Management Support to the client, i.e.; overall management of project activities, planning, budgeting, contract management and administration (bid document preparation, assistance in pre-qualification of contractors, defining terms of reference for additional works as needed), financial management etc.,
  • Organization of Workshop/ Seminars and Trainings at community to nation levels ensuring effective transfer of knowledge,
  • Reporting: Inception report, Monthly progress reports, Polder reports (including EIA, SIA, EMP, SMP and RAPs), Midterm report, Draft and Final completion report.
