Detailed Narrative Description of Project

With fast economic growth and insufficient electricity production, the country is facing at least 20% supply-demand gap each year as of 2013. And according to Power System Master Plan- 2010, the domestic demand is increasing at a yearly rate of 11%, reaching about 21,993 MW in 2023. To meet this issue, the Government of Bangladesh has obtained a loan from JICA to finance the ‘Matarbari Ultra Super Critical Coal-Fired Power Project’ for construction of a 2 x 600MW power plant and coal handling port covering a total area of 475ha. The project has the following components:

  • Component 1: Power Plant and Port Facilities (of capacity 4 million tons of cargos per year),
  • Component 2: Transmission Line (61.5km 400kV line, Extension of substation),
  • Component 3: Access Road Construction,
  • Component 4: Rural Electrification (25km 132kV line, 2 x 10MVA transformers),
  • Component 5: Township Development (Hospital, School, Mosque, Dormitory, etc.)

This particular project deals with the Access Road Construction Component which mainly consists of new construction of about 4 km road, rehabilitation/ strengthening of about 13 km road, repair/ overlay of about 20 km road, construction of a 640 m Pre-Stressed Concrete Bridge and 2 jetties. The alignment of access road goes sequentially through Ekata Bazar (about 93 km from Chittagong of Chittagong-Cox’s Bazar Road, N1), Pekua Bazar Eidmoni Intersection, Janata Bazar, Yunuskhali Bazar and the power plant crossing the river Kohelia. The access road will be utilized for the purposes of transport of necessary materials, equipment, and concerned stakeholders involved in the Project. It will be also utilized as an important community road. The project involves Engineering surveys, Traffic studies, Road alignment optimization, Detailed design, Bid document preparation and tendering, Hydromorphological and geotechnical investigations, Environmental assessment & preparation of EMP, Land acquisition and Resettlement followed by Construction supervision of the project road.

Detailed Description of Actual Services Provided by Your Staff.

The consultant team for the assignment perform the following activities as per the scope of works as stipulated in the TOR:

Detailed Design Phase:

  • Future Traffic forecast for 20 years based on traffic survey, new economic developments along the corridor and development of Maheskhali island,
  • Study of the engineering survey and soil investigation results for the execution of design,
  • Detail design of pavement sections – new pavement both rigid and flexible, strengthening of existing pavement and widening of existing roads, the width of the rigid pavement in market areas is 8.5m including 1.5m of hard shoulder.
  • Fixation of road alignment to allow large truck movement from Matarbari area to Chittagong Highway (N1).
  • Assist in preparation of bid documents, bid evaluation and facilitation of pre-contract discussion and finalization of contract documents.

Construction Supervision Phase:

  • Construction supervision and certification of overall civil works as performed by the contractors,
  • Preparation of monthly progress reports and documents as necessary including Project Component Completion Report,
